On a mission to end homelessness
OPCS (Old Pueblo Community Services) is a Tucson-based nonprofit dedicated to ending homelessness in Pima County since 1996. Using a Housing First model paired with supportive services, OPCS serves over 3,000 people annually—including youth, families, veterans, justice-involved individuals, and those living with mental illness and addiction. We also operate 10 shelter and transitional housing facilities and oversee 300 permanent supportive housing units.
OPCS uses a Housing First approach, housing people directly from the streets without readiness requirements. Beyond housing, OPCS offers comprehensive supports—such as case management, recovery services, counseling, employment coaching, and peer support—so individuals can address mental health, addiction, and other challenges and successfully reenter the community.
Since implementing housing first, OPCS has helped over 4,000 people move out of homelessness and into a home of their own. Over 80% have remained housed, breaking the cycle of chronic homelessness.
